They show their vote to the camera before putting it in the box for the audience's sake (and rule verification I guess), but if a self-vote happened the others would never know. I'm not sure when the last time was you've been to a store, but -- with the exception of freezer food (which shouldn't be 20 to a box either, unless maybe it's White Castle) -- burgers generally aren't sold by "the box." Beef is sold by certain weights and you can either refrigerate or freeze what you don't use. Frozen patties are sold by the box or sleeve and I've seen them in packages up to 40 at Walmart.
