But thinking more about it, lifting character designs from other things with no regard for copyright was a thing Japanese game developers just did back then. Like how a bunch of the bosses in Revenge of Shinobi were such obvious rip-offs of existing characters that Sega altered how they looked in later revisions. --- "It is possible to commit no mistakes and still lose.
