People like making their characters. Wouldn't surprise me if a lot of the progression relies on custom unlocks.
People not being able to use their created characters 50% of the time would annoy people. The developers decided player freedom was better than accuracy. Considering this is a game where you'll see an emblem saying stuff like "420 DANK" plastered on your screen when you die I'm guessing the developers didn't consider this to be an issue.
it's just annoying that if they didn't put in women then people would go crazy and say they're misogynists and boycott their games when it's a game based on history, and now that they put them in there are people who are rightfully upset that their pandering to an audience that probably doesn't even play their games. let's be honest, if you're playing call of duty, you're playing it because you enjoy it, not because you can play as a certain sex. if I can play metroid, or beyond two souls, or tomb raider, why is it such a big deal that you have to play as a dude in a game literally based off of ww2? i just hate how activision has become, if it isn't this it's fucking stupid ass dab taunts and gingerbread costumes. i just want a gritty ww2 game. it doesn't look like this is it.
and in regards to the swastika, they can censor the german version just like black ops 1 did.

People like customizing their characters in multi. It's a big thing in COD now. To a lot of people they'd rather have this than a 'historically accurate multiplayer game'
If people can't choose their race and gender and can't make custom emblems (and all the other silly stuff they throw into multi) they might stick to the older CODs. If people can be customize what they want on the Allied team but can't on the Axis people won't want to play as that team.
Not sure why shooting some black female Axis soldier in a silly multiplayer match is going to ruin the game for you. All of these decisions have put the player first. ---
