Yeah he stands for the best of what America could be, but he doesn't blindly and jingostically support EVERYTHING America does. He criticizes America any time it doesn't live up to its own principles and gets angry at the greed and capitalism that often defines the leadership of the country.

That's why people love Captain America.

Notice how he is a literal superhero and has power, influence, and a platform to advocate for change yet he chooses righteous indignation instead of really doing something about it to evoke change in the story. I wonder why? Obviously it's a work of fiction, but why do you think Marvel did this?
