You aren't responsible for his lack of due diligence when buying the house. Kids are noisy. Well-disciplined kids are still noisy.

I'd tell him to mind his own business, and if he has a problem, he is free to take it up with the authorities. But as far as you are concerned, the matter is closed and his parenting advice is not welcome. And yeah, if he used that kind of language to the kids, I'd be reporting him and thinking about some kind of restraining order.

To be honest, he just sounds like some self-important shitbag who likes to tell others what to do. If it wasn't the kids, he'd be whining about something else.
