In all due reality I am certain those 1/3 also have stolen at least once. It is wrong yes, but to keep doing it over and over and over and over again is what police catch up on. I work in a supermarket and theft is huge there especially if they know what to grab in case of reselling stuff like Baby Formula, Razor Blades, and High end Meat and Seafood.
