Ladder of progression that can happen in dates:

1) sweet tentative first kiss - testing each other out;
2) initial make out session - closed lips but lots of kissing;
3) in depth make out session - add in French kissing and maybe a little body/hair grabbing;
4) somehow one person gets invited to the others home/place of residence;
5) have some initial foreplay, which can include giving or receiving oral and making out without clothes on;
6) moments right before sex...get condom on, etc;
7) sex.

So thats seven steps. Your goal should be number 4/5 then hope for the best from there. The first 3 steps should happen on good first dates, tbh. But if it takes time, thats perfectly OK. Thats just my experience.
