The idea that black face cannot be portrayed on TV in any capacity is silly. It needs to be done carefully and it always needs to be portrayed negatively. If used in comedy the punchline can't simply be that a character is in blackface but how terrible or unaware the character using blackface is.

For instance in Always Sunny, when Mac put on blackface, the joke isn't that Mac is wearing blackface but that the Gang are such incredibly horrible, unaware people that they would even do it.
