The very next line in that article:

"To be sure, though, Fraga's own research has found that white voters, regardless of how easy or hard it is for them to vote, consistently turn out at higher rates than voters of color, so we do want to be careful of not reading too much into this."

Like, really that excerpt is just a tertiary part of the article (which is a good read, thanks), and it upfront admits that we've never really had to deal with an effort on this scale in the US before and also highlights that what is clear is that the GOP's commitment to democracy has fallen off a cliff since Trump became the nominee and that they're doing everything they can to pursue a path to pursue electoral changes to more easily win with minority support and the dire threat that presents to democracy.

2020 for sure presents a pause to the conventional thinking to "turnout goes up, Democrats benefit" but I think we need more data to try and figure it out rather than just declare a single data point overturns the conventional thinking forevermore. (I mean, I think it's a good deal more complicated than just that and we're in the middle of a realignment of sorts and Trump just supercharged the rural white vote to never before seen levels on top of that)

In any event, it's clear what the intent of these voter suppression measures are. We have some evidence that it can incur a backlash (2020 Wisconsin judicial elections, for example) and backfire but it's happening in so many places in so many ways and the article itself notes that even that backlash requires activism groups to spend more money for outreach, education, mobilization, and activism to raise awareness.
