Just maybe not giving a definite date for it, since things can change pretty dramatically and having to postpone that definite date is just going to hamper efforts to get things back under control (people get very bitter when you try to reintroduce restrictions after saying they weren't needed anymore). Sure. Still we have been having restrictions lifted by certain dates, industries opening back up and the like so it's fine they are following a roadmap of sorts but none of these dates are a guarantee.
