Sometimes, it's just boring. This is a case of the latter. I'm not really sure what makes this a "finisher" as opposed to just "a move." It doesn't feel like anything expressive or unique. It's not as simple as just a chokeslam or something, but I don't get anything from it. Honestly, I thought that was only the first part of the move, but then the video stopped. That's it. It's not quite Codebreaker levels of boring, and it definitely seems effective (hence the Dominance score).
