THC is what gets you high and affects the mind more than the body, and CBD actually counteracts the high from THC and gives more of a body relaxation. Not that it's as polar opposite as it sounds. Indicas are grown for the CBD, they get you tired and sleepy and stuff, couchlock type of high. Sativas are the THC ones that are used to get you happy, giggly, even energetic. But regardless of whether people think a certain type affects driving or not, there has to be a standard. And driving while high should have the same punishment as driving drunk.
