Basically you get 'free' bounty hunters if you build your team in a certain way but you can pay for them as well with unbought merc pool mercs. I would say that the free ones should only work if you don't pay a merc down or hire a bounty hunter. But yeah I dunno. I really like the idea I just think we need to really fine tune the execution to make the mechanic work in a functional and fun way.
