Shiny rates have definitely increased. The basis for shinies this game is the more Pokemon you see, the more chances you have that you can spawn a shiny.

I did the zone 3 automation for 45 minutes and got 6 shinies, gotten some wild shiny spawns, farmed shinies in zone 13 while trying to hunt for Larvitar (currently at phase 5), and in total I've gotten 17 shinies so far and that's without the guaranteed Mareep.

It's similar to S/V; the rates are the same, still 1/4096, but so many Pokemon spawn and it's easy to respawn them so you have more rolls at that 1/4096.

Shiny charm is also better in this game, presumably because it's the only method to increase shiny odds. Raises it to 1/1024 instead of the typical 1/2048.
