Pro tips?
Her ult is a good tower pusher, a good tool to help you get around the map quicker, and a good escape tool. It's not just for ganks, but always use it before a gank if you can, obviously.
Don't abuse her stealth and assume you're hidden, cause it's possible the other team has vision wards even if you can't see oracle's. Use natural terrain like bushes to hide first just like any champ would. Only stealth just before going in for a kill. Nothing sucks more than them getting low health and your stealth timer just running out cause you had stealth on and weren't using real cover.
Don't start going into "gank mode" until level 5 at the earliest, and try to have boots of mobility first-- otherwise you waste too much time crossing lanes. I always laugh when I see Eve at level 3 ganking... Level 2 ravage just doesn't do enough. Even if it does do enough, the exp/gold you lose from not laning/jungling at this point may hurt you more than the one kill you get.
Don't be afraid to dive at a tower if you see a guy at low hp tping. Your ult movespeed + the health you get back should let you survive diving the tower.
Always get Flash. You need that after you dive in and kill someone so you don't die. Ignite is usually my second but you can go a few ways with the other one.
Just because you're team fighting doesn't mean it's your job to go in immediately as the fight starts. Read the situation. Look for the opportunity to go in and finish many guys off without dying. Your team may yell at you but Eve really isn't effective just wading into the fray. She excels when the enemy team is on its last leg so she can abuse the health regain on her ult.
AP Eve build for me goes Doran's Ring or Tome + Health Pot -> Boots of Mobility (you need to be where the ganks are as much as possible-- the movespeed will be better than the magic pen from Sorc shoes) -> Sheen/Soul Stealer (usually the former first unless your team has an early edge-- if your team is getting dominated you may want to skip stealer until after Rabadon's or entirely) -> Lich Bane/Rabadon's (former first if your soul stealing is going well, else rabadon's first) -> situational. I don't play AD Eve much so yeah no build advice there.
Oracle's aren't the end of the world. Don't focus all your efforts on bringing that guy down especially if he's a tank (and don't tell your team to focus all firepower on that guy either). Look for dudes furthest away from the oracle holder (if they're retreating, even better) who are low on health and use your absurd movespeed to pick them off and then flash away if necessary.
That's not all there is to say, I could keep going for a long time I'm sure, and I have no idea if any of this is helpful or if most it is obvious. I think Eve is one of those champs you have to just go out and learn and build advice and stuff won't help all that much. But I like to have an excuse to yap about her.

"So many noobs...will the matchmaker ever find true balance?" is probably too long, yeah. Don't ask me how I remember it what with not playing Akali and not having sound to hear it.
