really, it's not different form shaving elsewhere

cut the hair short with scissors
use a new razor
rinse the area under warm water for a minute or so to soften the skin
use plenty of shaving cream
take short strokes with the razor, to prevent nicks and razor burn

and don't worry about nicks or cuts, the skin isn't sensitive at all and doesn't really bleed much.

Alternatively, if you have an electric razor, you can use that to shorten the hair.

I don't trust myself putting scissors anywhere down there.

Pretty much this, unless you are doing the scrotum as well, which is very thin skinned and can be cut extremely easily. Even an electric trimmer can cut your scrotum.

yeah scissors can be a bit perilous. these days i try to keep it short enough where i don't need to use scissors, but when i do use them i take my time with each snip, make absolutely sure there's only hair between the blades.

i do it in the shower. just face away from the stream when you're actually shaving, and don't let water run down your front-side or else the shaving cream will wash away.

If your pubes are anything like mine, I'd recommend a chainsaw.

I use an electric razor, though that's not the smartest thing to do. Especially if you also need to shave your scrotum, as previously mentioned. Cut myself a few times. Actually last time I cut my shaft as well, whoever thought it was a good idea to let hair grow on your shaft needs to be punched several times in the face.
