I want to get a shiny Swinub, but I know trying for a specific shiny takes forever even under the best circumstances. I know there's some method to make it easier, but I don't quite know how it works.
The Masuda Method. Find a regular Swinub and breed it with a foreign language pokemon, and your chances drop from 1/8200 to 1/1300, and with the right items, you can control its nature and one of its IVs, which is always helpful. I've actually hatched a shiny pokemon using this method, and it takes forever and is really boring. Make sure you have a pokemon with flame body to make the eggs hatch more quickly.
Luckily for you, some pokemon hatch more quickly than others (Dratini takes forever, for example), and I bet Swinub is one of the faster ones.

I'm a bit unusually lucky with Pokemon... I've got 3 Shinys (besides Gyarados and the Gerbils) and Pokerus twice. Shinies were Noctowl (Crystal), Illumise (Emerald), and Boldore (White)

What would be the setup for getting high attack IV and an Adamant nature?
Finding a Japanese (can be anything except English, but Japanese is far and away the most common) pokemon that can breed with a Swinub that has adamant will be easier than finding a Japanese pokemon that can breed wtih a Swinub that has a 31 attack IV, so find a Japanese father with adamant and give it an everstone. Then find an English female Swinub with 31 attack IV and give it a power bracelet, and then?
Breeding.

Otherwise go find an IV calculator, write its base stats and nature, make it gain a level with a rare candy, write the new values, repeat until you get like 10 level ups and then you're good to go.
If you already battled with it at all but failed to keep track of its EVs, I'm afraid not. There's a way to learn vague numbers in-game at the Battle Subway building, but nothing specific.

My wife once found 3 shinies in one week. I think she has 7 total.
I myself have only ever seen 2, one in Silver (Machop; caught it) and Ekans (HeartGold; no pokeballs :/). The span between those two sightings was about 9 years, and I haven't seen one since.
