Giovanni fled the country and Blaine probably didn't want the position. He was content on his island.

So naturally Koga would be next in line.

This implies that gym leaders use the same team for every trainer. It would make zero sense for a trainer starting in say Saffron City to have to back track all the way to Pewter City to start their journey.

And then he got a new team at the E4 which was much better. Who else would have been a better pick? Can't have Giovanni for obvious reasons. Blaine doesn't seem like he'd want to be a part of it. Sabrina or Surge maybe? But Sabrina was turned into a movie star in Gen 5, so we can assume she wouldn't have time for the E4. Plus they introduced Will as the Psychic E4 member.

Yeah, blane and sabrina were both tougher than koga. Not to mention all the random cool trainers in Victory Road who must have earned 8 badges. One of them would be better as elite four, not jobber Koga lol

Yeah but like.... Ash beat Sabrina because Haunter made her laugh. It wasn't a legitimate win. Kadabra was unbeatable in every regard for Ash.

What if he wasn't promoted at all, but ninja'd his way into the official meetings and had the paperwork changed so that it would be the Elite 4 instead of Elite 3, and then he ninja'd his way into one of the 4 rooms in secret and the powers that be never noticed

Probably it's the fact that he was replaceable, in that he had a daughter who was likewise a Trainer, and skilled enough in the same Pokemon type to immediately take over as a Gym Leader in his absence.

Maybe(bar Giovanni for obvious reasons) none of the other 6 Gym Leaders had someone primed and ready to step in the original Leader's shoes, unlike Koga's case.

That's a 'plot' explanation though, and If we're asking why the devs settled on Koga of all people for the new E4 guy instead of one of the other 6 Leaders or outright introducing someone brand new like Will and Karen, then I don't have any idea.

I imagine the majority of trainers in the Pokemon world start out with a family Pokemon or a Pokemon specifically caught for them by a family member. The protagonist is special though and always gets a choice between the Water, Fire, Grass starters.

my headcanon for how strong gym leaders/e4 are is the pokemon world tournament in BW2. you can face the gym leaders from all regions there at fixed levels (dont remember if its 100 or 50) but theyre hard as fuck

Like alot of people said his daughter being a decent trainer is a good argument. And honestly, it really doesnt matter.

For sake of argument the other theory about him being the next gym leader to take it doesn't hold much water as in generations we see that the gym leaders have different partys depending on the trainer.

As for starters, its probably alot like sun and moon where they go to the towns gym leader/mayor/person in charge for their first one it just seems the games protags almost always get theirs via the professor

Also, since in silver/gold the kanto leaders are stronger than the E4, does that mean the E4 also just chooses a team that's comparable to the challenger? Shit makes no sense.

They do in game, he used the same Pokemon whether or not you had Sabrina's first. They also use the same in the anime.

The only change is in Origins and in the Manga maybe.

I'd say it's pretty much canon because of Origins. The only reason we don't see it in game is because there's no reason for that. The game revolves solely around the player. Although you'd think some random NPC would have commented on it by now.

Nah, since it never shows up when you go out of order and their levels increase as you rematch them in the only gen you can, I'm just going to say Origins in the only canon where it's actually true. Also in instances where gym leaders show up to help you out and they're still using the same weaker Pokemon.

I guess calling it canon isn't the right way to describe it. Just that I would assume that's how it works when you remove the player's perspective.
