Lets say you walk up to the Capitol building of... wherever... and they have this sad tattered flag on the pole. As is, it would be a disgrace.

However, you find out that that particular flag has never been replaced since the war... ehhh, the first one. The war of 1501 or something, IDK. Is that still ok or should the flag be taken down and put in a museum or something

I mean, is this a thing that happens, or are you just putting up some ridiculous hypothetical? I can't really think of any good reason to not put that shit in a museum. Maybe if the flag has never once been moved or taken down for a significant period of time, just to keep that streak alive, but I don't really know if that happens with any flags

And in America, flags get set at half-mast all the time, although maybe there are similar traditions elsewhere too. Of course, maybe you would make a distinction between whether moving a flag along a pole is significant vs. removing it from the pole entirely... but again, this all seems only very hypothetical.

Wow, do they really not teach the First War of 1501 in America? Well, I guess they wouldn't since they lost it, but still.

While I do enjoy hypotheticals, in this case we have a town flag that has been on the city hall since the town's founding... but it's getting rather torn.
