lol that doesn't actually work. Allen admitted that he lets the mods mod based on their feelings at the time.
A certain lead said they refuse to mod flaming unless the person it's about marked it.

The rules are never actually upheld with logic.

I personally don't find it insulting in the least because I've never even heard of it before but that's probably why. Things that attack a person's intelligence is what's taken the most seriously here. That plus male genitalia I can see combining into something moddable. What's more surprising is that someone marked it because it sounds like a made up term to most people in the present day.
