What language are you trying to learn? For Japanese I learn basic grammar by following a textbook, and vocabulary through a spaced repetition program. Everything else is just constant practice and trying my best to read stuff without looking it up.

I hang around there often too, I'd recommend cheking the sidebar for a subreddit that focuses solely on the language (or languages) you're trying to learn.

Surrounding yourself with people that speak that language is the best way in general. Short of that you should take some type of class.

I've heard duo lingo or something to get basic vocab. Then watch shows in that language with subtitles. Then travel somewhere you'll need to use it.

You need to completely immerse yourself in it. Read books in that language, watch shows in that language, talk to people who speak it. Also, constantly keep at it. My personal experience is my Cantonese significantly improves during the time I stay in Hong Kong but it turns to shit again when I go back home.

If you wanna learn Spanish and live in the northern Virginia area I'd suggest getting a job at a restaurant. A few years of that was a lot better than the Spanish classes I took in high school.
