I believe it means people who became adults (turned 18) after the turn of the millennium. So 1982-???, probably 2002 since generations like this are usually 20 year deals.

The definition that makes the most sense to me is that the Millennial generation starts at 1982, based on them reaching adulthood at the start of the millennium, and ends around 1995 or 1996, when a kid would be old enough to remember 9/11 (or if not the actual event, some of the changes that occurred in society at that time)

Some people would extend the cutoff to 9/11 itself, which also makes decent sense
