It seems that no matter where a project is proposed-- from high-density apartments around Los Angeles mass transit corridors, to tract-housing in Conservative-friendly suburbs-- nobody wants new development in their backyard. Housing is approved (or not) at a very local level, by citizen-lead planning commissions and city councils. The blame can't be placed on any one political party. At the same time though, the NIMBYs aren't totally wrong. There are areas of the state that are permanently gridlocked, where the freeways haven't been properly funded for decades, where you would need to build in excess of 22 lanes today just to beat the induced demand (see the 91 freeway). As high as construction costs (and corresponding new home prices) are, they still don't come close to pricing in all the externalities absorbed by older communities. The demand to live here is just too high and for every person who decides to leave there are two more willing to make difficult sacrifices to come here. To expand on this we also refuse to expand freeway lanes period for the most part. At least in SoCal. We fought tooth and nail to expand the 15 to include our two reverisable carpool lanes.
