Pay $100 to Valve and your shit can be put directly onto Steam.

It replaced Greenlight. Valve claimed Greenlight was failing and that this would be a much better choice.

So now, significantly more shit is released because there isn't voting for games of interest, and Valve are paid for every release rather than the Greenlight one off payment. No one with a brain believes the change has anything to do with quality control despite what they claim.

If this was 100% true then all those games would have steam cards.

Cards were an easy way to profit, hand out 10000 free keys once a game passed Greenlight, and profit on cards, loads of shitty games that have a sell count of under 100 copies on the Steam store did that. Now, cards only start dropping once enough copies have sold in the Steam store and been legitimately played.

You missed the point. Most of the new games don't have cards because of the change.

They do have cards, Valve just won't let them drop. I've seen a lot of forum topics *****ing about 'missing cards' because they were often listed on the store page still, but people getting them bundled or free aren't going to help a game unlock them.

Here is an example of a game that was still able to unlock them within a week. And that likely has to do with the fact the publishers keep giving other games away to owners of their releases that have at least two hours of gameplay.
