By this I mean, deserve things simply for existing.

Life is what it is. It's up to you to make something out of it. It's also not fair, no point in crying about it.

Water, and something to eat. A place to sleep and a place to poop, preferably out of the rain.

People do do that. Underpaid and overworked social workers and researchers do exactly that.

to a point. if people are given the tools to function as productive members of society and they choose to not utilize them and instead leech off of the system, they should be cut out

"can't" is obviously different from "won't" tho, and there should be safeguards for those people

I was dumb enough to think that being polite and respectful to others meant I was entitled to politeness and respect in turn.

This right here. Almost anyone can get their needs if they want to. Some cannot. And things like social security and welfare are there to protect those that truly can't not just don't want to.

That starts with parents instilling in their children a sense of responsibility and pride in being self sufficient as they get older. For instance after buying a Xbox1 and Switch last year, I told my 15 year old son he'd need to save at least half of the cost of the PS4 he wants. And when he gets to that point I may pay the rest.

He made business cards, and put his cell phone number on them and passed them out in the neighborhood offering to watch/walk dogs. He even tried to enroll on care.com but he's too young. He's over $100 right now after doing this for two months I think.
