The Office is a close second and I appreciate how it was one of the first mockumentary style sitcoms to make it big but some of the later seasons were really weak and I felt like it kind of overstayed its welcome a bit compared to Parks which ended at a great point. The cast is great though and it's fun to see so many of them grow as people over the series. Community has a great ensemble cast but it's a much more hit/miss show for me than the above two. First three seasons are overall very good but seasons 4-6 this really starts to become the case. Losing so many main cast members hurt too. Pierce was one thing, but losing Troy was kind of the nail in the coffin for me. Many of these votes are probably people voting based on one (or maybe two, possibly three) of these shows that they've actually seen. I highly doubt many of us have fully watched all 4 of these series through in their entirety, so it can be hard to be fully objective. I mean, if you've only seen one of them, then of COURSE that's going to be the "best one" to you.
