In fantasy writing, what is it called when a world is created but it doesnt start from a scratch. The people of this world believe their world has existed forever but in reality it was just created when the main characters got to it.

Example is (spoilers for SHIELD?)
the Framework and how they has only been there for a short amount of time but to some they felt like they had been there for a lifetime.

I remember someone posting something about it a while back. The something phenomenon.

It's called Procedural Generation

I'm sure tvtropes has a term for it, but be mindful that this doesn't mean anyone actually uses the term.

Off the top of my head I can't think of any phrase describing that, or even any other examples other than the one you listed.

But am I being clear with what Im asking for? Does it make sense?

Another generic example might be a god creating a planet but when its created there are already people and civilizations existing believing they have been there for as long as they can remember. They are unaware that their world has just been born.

Yeah, you explained it okay enough. However, it's probably not a common enough thing to be a real trope. If it has a name at all, it's probably named for a show or film that did it. It also seems like the kind of thing that you might see on Doctor Who.
