That meaning of that Trump speech is really clear and simple. Robert E. Lee was a great general, and he was winning a lot. To borrow your choice of words, it would be more accurate to the say that the other person's lie becomes more dishonest.

In both hypothetical cases, someone who has an obligation to tell the truth to the public is stating something that was untrue. I'm leaving open the possibility that this could be either due to malice or due to ignorance, but either way it's certainly not good.

However, the person who does not correct their mistake is telling a second lie in the process (by insisting they aren't wrong) and is also removing the much more benign possibility that they are not telling the truth due to ignorance.
