That meaning of that Trump speech is really clear and simple. Robert E. Lee was a great general, and he was winning a lot. Abraham Lincoln needed to find a general who could beat him, and he finally found someone who was up to the task in Ulysses Grant. Both of them were great generals. And (implied) Lincoln was a good president for being willing to ignore the "experts" and change things up when things weren't working.

To borrow your choice of words, it would be more accurate to the say that the other person's lie becomes more dishonest. In both hypothetical cases, someone who has an obligation to tell the truth to the public is stating something that was untrue. I'm leaving open the possibility that this could be either due to malice or due to ignorance, but either way it's certainly not good.
