Or EU-only... Basically anything not released in North America.

I got a PS classic for Christmas and I literally have no use for this thing other than turning it into a foreign game machine that can play patched ROMs.

...Iru!
Hellnight
Pepsiman

There's also a bunch of sound novels I can tell you about if you're interested.

It's like a visual novel with more focus on atmosphere, music, and sound design rather than art direction. Plenty of horror themed ones on the PS1.

Moonlight Syndrome is a legit dream game of mine to play but AFAIK the fan translation has only barely started. Can you read Japanese or is there some other way to play it? Also how is it overall?

I used what was translated initially then I had a friend help me out the rest of the way.

It's a very slow-paced game but the atmosphere and horror is really top-notch, I would recommend it just for that, it's really the main draw of it.

Nice! I'm sure I'll get my chance some day. By the way, not to go further on a tangent, but would you happen to know how the game ties in with The Silver Case? Like, would playing The Silver Case first ruin Moonlight Syndrome at all, or vice versa? I've been wanting to try it but I'm worried about essentially playing them out of order.

Gradius Gaiden is arguably the best Gradius game. See also the ports of Sexy Parodius and Jikkyou Oshaberi Parodius

Tobal 2 is one that comes up on a lot of lists. Good-looking fighting game.

This has been brought to Steam in English in the past few years, but Umihara Kawase Shun is a grappling-hook platformer with really great movement. There are two versions, the second edition has just a few more levels. Has very very little text so language is not an issue. Also look at its SNES predecessor if you haven't (also available on Steam now)

XI Jumbo (updated version of what was released here as Devil Dice)
IQ Final/Kurushi Final (updated version of Intelligent Qube)
something puyo puyo I guess
I'd like to play Magical Drop F too... too bad I missed buying it on psn

you could also play the japanese version of Silhouette Mirage I guess, since Working Designs ruined the game during localization to the point where many basically consider it to be borderline unplayable.

Definitely PSX if you can. There's a whole bunch of minor improvements on the Famicom version that make it the definitive versions, including new art, improved sounds, and a manual save feature that makes getting all the endings a breeze. You can even use the PS1 mouse with it if you can get it!

taking a glance over at wikipedia to recall other things I've tried like once and didn't mind

boku no natsuyasumi
bomberman wars
cyberbots
F1 World Grand Prix 2000
the first two one piece grand battle games
more or less anything from MediaWorks from the time that the artist moo was involved with (Eternal Melody, the Yuukyuu Gensokyoku series, DeviceReign etc.) (I never actually played any of them myself but I watched plenty of footage)
kowloon's gate
that one naruto board game that i think played kind of like fortune street
also i never actually tried them at all but there were some other japan-only racing games that seem vaguely appealing like the touge max games

the f1 game aside, good luck finding any translations of them

I haven't played it but it's made by the main designer of Fire Emblem 1-5, features an artist who worked on Fire Emblem 5, and was so similar to Fire Emblem that Nintendo sued the publisher over it and partially won the case (they had to pay Nintendo a fine but were allowed to continue to sell the game). So if you like early Fire Emblem, you would probably like it.
