Yes.

Though they may should consult with someone of said minority if they're trying to involve the minorities culture or something.

But unless it's a major part of their personality and/or the story, there isn't much use imo to even bring up a characters ethnicity.

Yes! Its my story I can do what I want. I'm writing a fictional story where the mc is Asian, his love interest is Italian, his best bros are a ginger, german, and a Mexican. The love interests friends are a black girl, a white girl, and Indian girl

Generally no. If they do they should consult with someone of that race, and have a portion of the book's royalties go to that minority.

There's humans walking around right now in the real world who are literally and unironically the embodiment of stereotypes. To deliberately try to avoid ever having any is in itself perpetuating a different stereotype.
