Is the Netflix dub as bad as people say it is? How will I be able to tell the difference from the old dub and the Netflix?

Both English dubs have issues. The original has some poor to mediocre voice acting for some characters, especially at the start, and sometimes takes creative liberties. The voice acting in the Netflix dub is good, but the script is in the opposite direction and sometimes translates way too literally (get ready to have your ears grated with lines like "The second children").

Netflix dub is bad because:
- unnecessary line changes
- censored
- different soundtrack
- unnecessary edited scenes and cut content

Pros:
Better sound mixing

Original dub didn't have that great voice acting but its super quiet

Very good points. There is a real important scene that now has no music because of the removal of the song. Also Asuka is the only major character who I would say is voiced better in the original English dub. All other characters are equal or better in the Netflix dub.

I didnt know it was this complicated.

If a major character has an iconic voice in the OG dub I will probably watch that.

That's how I first watched it and I thought it was probably the best way to watch it. I don't think it was official subs though, but it was made by some hardcore fans that made a good mix of keeping things accurate but still localizing so it is not awkward. Sadly, it has been years since I saw the show this way to I don't know what the subs I watched were.

I'm acquiring the OG dub right now too. Maybe I'll go back and forth.

I never watched it with the Netflix subs, but I imagine it errs on the literal side like the dub. IMO, I usually find it easier reading more literal subs than listening to more literal dubs. I found the Netflix dub to be serviceable despite the issues in it so I imagine the subs are probably fine too.
