If the premise is valid, it is probably do to the limitations and expectations from the phone gaming market. People expect quick little diversions on their phone and development skews towards that. There are also a lot of computations that would go on under the hood that would demand a certain level of power to realize. To say nothing of managing all of it with a touch screen interface.

Honestly, I'd say the market is the biggest limiting factor here...if the demand were high, a way would be found to make it happen.

Civ Revolution and Civ VI are on Android. There's an open source Civ1 clone called Freeciv too. There's also Birth of the Empires, a copyrights-filed-off clone of Star Trek: Birth of the Federation.

Or if you want TBS, there's XCOM: Enemy WIthin, Open X-COM (the original), and several excellent games by Wavelight Games.

Also Tropico, one of the few 'builder' franchises to have a proper game as its mobile version, and not just 'wait 72 real hours or pay a fiver' like Dungeon Keeper, Sim City, Theme Park and so many other disappointments.
