Years ago all the school districts around me farmed out their busing to 3rd-party companies who pay crap. Gone are the days of driving a bus for 30 years and retiring with a state pension. This job requires a CDL and clean background so nobody can just get the job off the street. You can only combine so many routes and only 3 kids can fit on a bench seat. In Ohio busing isn't required for high school students. It's required for k-8 students who live more than 2 miles from their school though.

I just got my CDL and I'd never be a school bus driver because of how little it pays

Many other companies would be willing to pay me more than being a school bus driver will ever pay me so it makes zero sense to be one

Oh lord. There were busing companies paying people in some parts of my state $10 or $11 per hour last I checked a few years ago.
