You have the ability to reverse time for however long you want but for however long you go back the ability goes on a cooldown for the same exact amount of time you reversed.

So if you decide to rewind time by ten minutes you cant use the ability again for ten minutes or if you go back in time 5 years you cant use the ability for five years and so on

Is that OP or does the drawback balance it out?

And you cant use it but at certain seemingly random or possibly even sequenced intervals. Meaning, you can do it for 5 minutes but not 6 and so on and so forth. Big chunks of possible measurements are missing too, so... You cant travel back 5-6 years, or 8-9, but anything under 4 years, or being exactly at 7 years, or anything over 10 would be fine. You can actually travel on specific locked measurements after their relative allowed measurement. So, if you travel back 7 years, it actually lets you travel ahead 5 years, 6 hours, 6 minutes, 6 seconds, seconds but the only way you could know this is if you found out on accident or someone told you.

The real trick behind all that is that accidentally trying a forbidden number of moments to travel locks the power for half the time you tried..... on top of whatever cooldown period from the last use. So, a 5 minutes cooldown could become a 5 year cooldown if you did the wrong thing. If it wasnt in cooldown, attempting a forbidden time period immediately puts it into cooldown.
