Start over as in you can't progress any more, because everything is killing you, because you wasted your ammo and have none to fight back?

Or start over as in there's some ammo depletion permadeath mechanic? You run out of ammo and the game just ends...

Thinking you mean the former, but the way you worded it I want to he sure.

If it's the former, this can happen in all sorts of games. Silent Hill. Resident Evil. Most of them you have the option to run away and when you're forced into a fight, like at a boss or whatever, they're designed to increase ammo and loot prior to the encounter. But if you're careless you can still end up with no ammo and have to restart from an old save, if not restart the whole game.

Last game this happened to me in was the first Evil Within. I can't remember what part it was but I got into a situation where I had to kill these creatures to progress and I had such little ammo that I kept running out and getting wrecked. Had to start over.

Maybe on the higher difficulties of old RE games but that might require purposfully wasting it.

Not really survival horror but TLOU1 was kinda like this, albeit due to the shitty gameplay more than anything leading to you missing frequently.

Most games with this have you gain more or less ammo depending on what you have so as to avoid running out completly.

Do you mean a horror game that's design permits you to soft-lock if you squander your resources or do you mean is just really HARD if you squander your resources.

in System Shock 2 theoretically you can melee your way to victory for much of the game (never tried a melee focused playthrough though), so aside from turrets or something you can't strictly be stuck from no ammo. but to beat the last boss you DO need specific resources or items, and if you don't have them you're SOL.

Pretty sure there are a couple of games that will nerf you hard at the end game if you pirated them. That comes with the added difficulty of either getting the game legit or risk spending the time to try finding a truly cracked copy.
