I think what you're seeing as lack of maturity has more to do with the political issues that take up most discussion being more about the broad positions and not the minutiae. My guess (though I don't want to put words in your mouth) is that you'd consider the discussion of that minutiae to be mature real political discourse.

I'd say Republicans probably started doing buzzwords more maliciously first, then Democrats mimicked their malicious actions while somehow still feeling like they're nothing like them and have nothing in common.
