Create a planet-wide tax, and a colony on Mars will happen immediately, to evade that tax.

If they exist, absolutely. Same thing if we ever managed to travel to another part of the galaxy. We'd wipe out the native lifeforms, keeping some for experimentation or to see if they're edible, keep them in enclosures, same thing with any plant life.

Then we would gradually decimate and destroy that planet and move on to the next.

Absolutely.

Especially if Mars is colonized by the rich and their descendants (which it very likely will be).

This has been true in pretty much every single sci-fi story where a portion of the planet colonizes space and a portion stays on either. Either earth becomes the dumping ground for the poor, or the space colonists inevitably demand independence from feeling subservient to the earth population.
