Some users still get warned but it seems to be a lot rarer now. We've seen several 20 yesr accounts go striaght to suspend If what Toonstrack said was so safe that it should not have been suspended for, then what would the mod get for suspending him If I had to guess;nothing. A Warning can come directly from the moderator or it can be the result of a Suspension, at which point the admin is the one handing it out (the mildest Suspension punishment other than a flat overturn, it could also be a Purg or Ban [which are exclusively admin punishments, mods cannot give either]). I am mostly sure that Suspension-to-Warning does not remove CE access, but only like 70%, I don't know for certain.
