I don't think it's necessarily good or bad, it's kinda game dependent.

When the harder challenge comes from elevating the gameplay to require new strategies, i think that's fine, as that makes for an enjoyable replay, giving easier content a fresh coat of paint. I think strategy games and puzzles games being like this often, where they often take easier levels and change up the situation on them to make them harder.

When the harder challenge comes from just bigger HP pools on enemies, and less hits you can take, I think those style of harder modes should just be available from the jump. When the strategy doesn't necessarily change but you have to just execute more perfect and more often. Think like a lot of action games or some RPGs where it's just number tweaking for harder modes.
