yeah hiei's whole schtick was always about his real plan being completely different from what it looked like he was doing
given that he was not a smart man i generally assumed kurama was the one to plan it all out for him
Are you talking about his wanting to protect Yukina? Because he got the Jagan implant before meeting Kurama, unless you're talking about something else. Otherwise, he seemed to be a fairly straightforward character.
