I don't know that this is entirely the case. There is a real good chance most never supported this but after living under the oppression of that governing body, they simply are accustomed to never speaking up for fear of imprisonment or death.
Now they are getting desperate though. And sending their sons and young men away is a desperation move by the population en mass to avoid fighting the war but while also hoping to escape government punishment. It's a crappy situation. And the asshole in charge is too drunk on his position and power to see the writing on the wall.
