No it's not. That article you linked has been absolutely shredded by Tolkien scholars, and anyone with a basic understanding of human history in regards to the races that the author tried to link Orcs to.
It's a terribly written and poorly thought our article crafted by someone who was trying to act far smarter than they actually are.
