Because at the time it did flop.
It sold 21m units... It's literally Nintendo's second worst console, only beaten by the Wii.
At the time it got outsold by the Xbox by 3 million units. And MASSIVELY outsold by the PS2. The only thing it did better in comparison to is the Dreamcast, it outsold that thing 2:1.
