Hispanic male here. Tbh I can't imagine getting mad over someone saying something like "if anyone uses the word s*** or w****** then they will be fired" during a sensitivity training or during a similar context. The only way I can imagine it being a problem is if he said it in a mocking way or appeared to enjoy saying it. So maybe that's the context, but I doubt it considering the apology and how Netflix has been going a little crazy lately, like how they categorize looking at someone in the offices for over 3 seconds as sexual assault.
Also even if he said it a second time, maybe he was just repeating the entire phrase he said to give context? Probably didn't think his coworkers would get mad if they knew the context.
