A good villain is one who makes you aware of the situations that are not present at first glance.
Underlying motives have good meaning in stories, but the situations that they are involved with have to go through the worldly process of "filler" to have any real merit to how it affects the goals of the villain, or the protagonist for that matter.
So really, what makes a good villain is how well he can explain the story from their point of view I guess lol
