Probably Nosferatu (Murnau, 1922), if we only count long fictions.
For short fictions, it would be A Trip To The Moon (Melies, 1902).
I also seen Pauvre Pierrot (Reynaud, 1892) but the 1993 shortened version. It is considered as the first cartoon ever.
