* Downplayed AIDS and the crack epidemic. Exacerbated pain by emphasizing punitive measures over treatment. Contrast that with the current sympathy for the opioid epidemic.
* Along with Thatcher, labelled Nelson Mandela and the SANC as terrorists, severely hamstringing, but not stopping them.
That's just off the top. No fair assessment shows him in a good light.
