Valve index is probably the best from what I've heard. It's most expensive and the visual quality is not as good as some of the newer ones, but the tracking is superior. Probably best all round.
The HP Reverb is the best resolution and refresh rate, but poor tracking, so it's good if you primarily want to play racing/flight sims only. Slightly cheaper than the index.
Oculus 2 is best value most likely because it'll get the job done, but has baggage like requiring facebook login, or extra hassle to hook up to the PC.
