Can the President just do that w/o Congress approving it?
Congress generally controls budgets....
And most US politicians other than trump probably are not keen on supporting a murderous dictator...

Which is why it never happens... oh wait.

It will also give USD 2-million for the Duterte administrations campaign against illegal drugs.

It can be noted the anti-drug campaign of the Duterte Administration has drawn criticism from various sectors and international leaders because of the human rights abuses the Philippine authorities allegedly committed in the name of the drug war. UNTV News & Rescue

Sweet so now taxpayers are funding a corrupt warlord across the globe so he can continue to have political rivals and any undesirable social groups killed in the streets without trial

Doesn't America feel great again

More like the status quo. Granted, we were really big into it when America was truly outstanding. Otherwise, I don't want people buying into misinformation Mead's exaggerations. PRESIDENT Duterte is an elected leader, not a dictator. The charges of eliminating undesirables refers to his lackluster response to vigilante groups executing drug dealers and other criminals in a country where crime is pretty rampant. Honestly, if civilians went gangbusters like that in Mexico -- which I'm not advocating, but speaking in pragmatic terms -- we probably wouldn't have issues with cartels.
