So I haven't played League of Legends, but I played Dota 2 some years ago. I've never heard it called "inting" but I know of the concept by the description. It stands for
intentional feeding, not international feeding. And I wouldn't really call it a strategy since it doesn't help you win the game. It's just a method trolls use to ruin games where they think their team mates are bad. The intent is to make your team lose.
